N.Korolevska, Committee Chairperson, opened the meeting and stated that the meeting aimed at the discussion of the effective legislative basis in the field of regulatory policy and licensing, and further parliamentary actions towards its enhancement.
To enhance the licensing system, the following laws were adopted: "On Amendments to certain Laws of Ukraine regarding Business Environment Simplification Task in Ukraine" and "On Amendments to the Law of Ukraine "On Licensing System in the Economic Activity Sector".
The attendants of the round table discussion stated that licensing is an integral part of the administrative cooperation of business and government with the licensing system, state supervision and technical regulation system, tax administration, registration processes and enterprise bankruptcy.
The participants of the meeting stated that effective licensing system failed to realize its function of harmonizing cooperation between business and government.
The parliament members pointed out the main defects of the current licensing system: a great number of activities subject to licensing (220 types); a considerable number of authority bodies in charge of licensing (44 bodies); a complicated juridical structure of licensing system. Separate laws regulate banking activity, security market, financial services, foreign economic activity, television and radio broadcasting, electric power and nuclear power engineering, education. On the whole, 20 branch laws include regulations on licensing.
The Committee members drafted a bill "On Amendments to certain Legislative Acts of Ukraine regarding Licensing of certain Types of Economic Activity" that establishes single criteria for licensing economic activity.
The People´s Deputies believe that the bill will become the first step towards comprehensive reforming of the licensing system in Ukraine.
